CRAIOVA AIRPORT CHARGING PROGRAM By means of the charging programe, the airport's management aims at encouraging the air operators to operate on Craiova Airport. The opening of a flight route has positive influences on its own development, as well as on the whole area of Oltenia.
The charges and facillities given by means of contracts for the first 2 operating years, with the opening of a new flight route, are directly negotiated with the airport's management subject to contractual close of the retroactive payment to the charges from AIP, in case of not respecting the negotiated period by the operator.
The facilities are granted depending on the period and the operating frequency. These, as well as the services provided on Craiova Airport, are being available, without discrimination, to all civil aircrafts. FACILITIES GRANTED BY CRAIOVA AIRPORT
1) The Landing/ Take off gives the air operator the right to use the traffic area (runway, taxiway, platform) at a landing, including a take-off.
2) The lighting and beaconage gives the air operator the right to use the lighting and beaconage installations for a single operation that can be a landing or a take-off.
3) The stand gives the air operator the right to use the airport's platform for the aircraft's stand or parking, during both day and night, the first 3 hours being free of charge.
4) The passangers' boarding and security - the use of technical means of security and specialized personnel to prevent and combat any acts of unlawful and antisocial interference against passengers.
The charging basis is given by the maximum takeoff weight of the aircraft, which is registered in the flight manual. Ton fractions of up to 500 kg are not considered, while those exceeding 500 kg are considered a whole ton.
In case of not presenting the documents certifying the aircraft's weight , it will be charged according to the aircraft with the highest weight in its class.
Outside the working hours of the airport, the above mentioned fees are increased by 100%.
Exemptions
A) At Craiova Airport, are exempted from paying the airport's passanger security, landing, stand and lighting charge, the following categories of aircrafts:
a) the Romanian state aircrafts;
b) the foreign state aircrafts, for which there exist bilateral agreements, at the request of the Romanian institution concerned;
c) Romanian civil aircrafts that perform official presidential or guvernamental missions, and in case of the foreign ones, on the basis of reciprocity;
d) The aircrafts belonging to the United Nations, Red Cross and Red Crescent;
e) Civil aircrafts conducting search and rescue missions or transporting personnel and materials in these missions;
f) Aircrafts performing humanitarian and emergency missions; NOTE: Humanitarian missions are exempted from charges only in case the air operator proves this purpose by means of official documents.The documents are being sent together with the overflight and/or landing demand at the Romanian Civil Aviation Authority. The ambulance flights are exempted. g) aircrafts that take part in special actions of protection of the public health and agriculture;
h) aircrafts that are forced to land for technical causes, unfavorable weather conditions, emergency situations;
i) aircrafts that land from the disposal of the Romanian authorities;
j) Other categories stipulated by law. NOTE: In applying exemptions, users must submit in writing the necessary details , 24 hours before the flight.
B) The following are exempted from the services' and the passengers' security charge:
a) children under two years;
b) travelers in direct transit, who continue their travel with a flight having the same indicative as the flight with whom they arrived;
c) persons who embark on the aircrafts, that are exempted from paying the landing charge;
d) the crews that take part in the aircrafts' operations and the exchange crews. The airlines established in Romania that consider that they should be exempted from paying the vat, must submit to the Airport's management the following documents:
- AOC;
- Tax Registration Code according to the certificate of registration for VAT purposes;
- Certificate issued by the General Directorate of Civil Aviation from the Ministry of Transport that could certify that the activity of these companies consists primarily in the international transport of persons and / or goods made by payment.
For the flights that benefit from exemptions, there will be perceived the ground handling charges, according to the Air Code.

Discounts will be determined by contract with the airport's management.

THE AIRPORTS' SERVICES CHARGE I. BASIC HANDLING
R.A. Craiova Airport performs its handling activity in accordance with RACR - APSH edition 03/2007 and AHM 810 edition 2004, with the aim of serving the aircrafts, pursuant to the international standards of quality and the optimal service times, in conditions of maximum safety and security.
The package of services includes: 1. Supervision and Management at the Ground: - Mediation and / or representation of the air operator in the relation with the state, local authorities and with the aerospace agents. 2. Passenger Handling:
- Performing the security control for passengers;
- Escorting and directing the flow of passengers from and to the aircraft;
- Formalities for crossing the state border of Romania;
- Health care. 3. Luggage Handling: On arrival:
- Unloading from the luggage holds of the aircrafts;
- Control in the transport means;
- Delivery and handling of the luggage on the storage tape where each passenger comes into possesion of his luggage
Upon departure:
- The luggage control security performange;
- Handling in the transport means and their upload in the luggage holds of the aircraft.
4. Platform Handling:
- Establishing the stationing place;
- Directing the aircraft by the ground traffic controller, both on arrival and departure;
- Assistance at the aircraft's parking;
- Riding / bot wheel offset and main train;
- Providing communications between aircraft and the platform services providers;
- Liaise with suppliers of fuel;
- Arranging access control to / from aircraft to / from the set areas;
- Arranging that there is a security personnel that should guard all the objects that are about to be landed / boarded during transport between aircraft and set areas during loading / unloading of aircraft;
- Providing the aircraft's security ;
- Providing PSI assistance .
5. Aircraft Maintenance:
- The providing of specialized staff and equipments for ensuring of the services that are performed upon request. 6. Transport Surface:
- the organising and performance of the transport of the crew, passengers, luggage, freight and post transport between terminals and aircrafts;
- the organizing and performance of the required transports demanded by the airport's users; 7. Catering services
- Contact with suppliers. In case of the flights when the aircraft goes back to the ramp, without the freight's change, the ground handling charge won't be perceived anymore. In case of returning to the platform, the handling, which implies physical modifications in the commercial load, will be charged at the value of 50% from the ground handling. The handling for the aircrafts that are forced to land due to technical reasons, because of adverse weather conditions or exteme situations, will be charged at a value of 50% from the basic handling. The handling for a technical landing with other purposes other than the commercial ones, will be charged at the value of 50% from the ground handling, only in case the commercial load will not be modified.

Observations:
- for the fligts with aircrafts whose MTOW is under 1 ton, there isn't perceived the ground handling charge;
- for the post flights with planes, whose MTOW do not exceed 5 tons, the 25 EUR charge will be practiced, a charge in which it is also included the post handling;
- Humanitarian and ambulance flights are not charged;
- for helicopters it will be taken the minimum charge stipulated in the above table, according to the MTOW.

According to the order of the Ministry of Transport and Infrastructure nr. 744/2011 for establishing the conditions that can be associated to the airport's charges and criteria, applied to the differentiation of the airport's charges, within 6 month from the publication in AIP Romania ( September 25 th 2012) the new charges will enter into force . The operating contracts that entered into force will be modified by means of additional acts with the new charges, within 6 months from the publication date in AIP Romania, that is until September 25 th 2012.
The operating contracts that will be concluded from the publication date in AIP Romania (March 25 th 2012) will have applied the new charges.
The charges that will enter into force within 6 months from the publication date in AIP Romania are the following:

UNIT RATE : 0.05 EURO/ton/hour
The parking charge is not applied within 2 hours after landing.
